The Law concerning the Organization and Functions of Local Educational Administration distanced itself from the legislative substance of the Board of Education Law, with methods for activating Boards of Education remaining an issue. The Law concerning the Organization and Functions of Local Education Administration in 1999 restructured educational administration under general administration, involving repeals of aspects of decentralization such as the superintendent appointment system and the institution of commission affairs.
