The number of students who are absent from school for more than 30 days a year is increasing, not for a valid reason like illness, but for gnon-attendance,h which means they canft or donft want to go to school. As of 1999, 1 out of 288 students at the elementary school level and 1 out of 41 at the lower secondary school level were recognized as non-attending (absentee) students.
