Japanese compulsory education represents a free education system: tuition fees are not collected at public school and textbooks are distributed free of charge at both public and private schools. However, incidental private expenses are actually collected at many schools, such as class fees and an appropriation for expenditures for educational activities from studentsf parents.(Education costs paid by guardians /VII-71)
