JICA

 

"Region-Focused Training Course on Education for Children with Disabilities" is a three-year project run by JICA (Japan International Cooperation Agency) and CRICED (University of Tsukuba Center for Research on International Cooperation in Educational Development) since 2006. The purpose of the project is to improve and develop special education in Chile, Bolivia, and Peru. This project invites teachers and associate administrators from Chile, Bolivia and Peru to Japan. In Japan they receive lectures about special education, visit schools and participate in discussions and workshops on education materials・instruments, and curriculum for children with disabilities. The course is focused on teacher education (improvement and development of curriculum, teaching materials, and pedagogical skills) in order to improve teaching skills and to gain a better understanding of education for children with disabilities.

 

Year 2006

The first course was held from October 23rd to November 20th.

  • "Region-Focused Training Course on Education for Children with Disabilities" started in 2006. The objective of the training course this year was to understand about education for children with disabilities in general. The course focused more on people from ministry who are in charge of education in total.
  • Course details: To learn about the ideals and reality of education, jobs, and future for person with disabilities in Japan through lectures, discussions, and visitations to schools for the deaf, schools for the blind and schools for children with special needs.
  1. Kindergarten/preschool (Early Childhood Education) → Understand the importance of early discovery, early diagnosis and early childhood education.
  2. Elementary/Secondary/High School (School for children with special needs and regular school special class) → Understand the importance of the educational system for children with disabilities, education in school, individual education, job training and special support for the job.
  3. Job after graduating (in public institutions, private companies) → Understanding the importance of career planning, maintenance of environment and institutions in the workplace, relationships between school and administrations, and the importance of the preparation for jobs at each educational stage.

Year 2007

The course was held from August 23rd to October 2nd.

The theme of the course was "Teachers Education for better lessons", and the objectives were

  1. Understanding special education and teacher education of Japan, especially new teacher training and training of incumbent teachers.
  2. Understanding the key points to improve lessons for children with intellectual disabilities and for children with autism.    →Keywords: handmade teaching instruments and materials according to severity of disabilities, individual teaching plans, lesson plans, open lessons.
  3. Strengthening the relationship between the Ministry of Education and each school, and relationships among trainees including those from last year.
  4. Strengthening the collaboration among Chile, Bolivia and Peru.

The course was targeted to people from the Ministry of Education, supervisors of special education, headmasters and teachers from special education schools, which could be a model school for the course and be able to build strong connections with the Ministry of Education.

The contents of the course were lectures and discussions about Special EducationTeachers Education in Japan, about key factors to improve lessons and what teachers should do. Also workshops were held to make handmade teaching materials to plan an Individualized Education Plan (IEP) according to the severity ofchildren's disabilities. Moreover, teachers made 5 to 6 school visitations in order to understand the situation and environment of the children.

Year 2008

The theme of the course was " Teachers Education for better lessons"

The course objectives were

  1. Understanding of Special Education and Teacher Education in Japan, especially new teacher training and training of incumbent teachers.
  2. Understanding the key factors to improve lessons for children with intellectual disabilities and for children with autism.  →Keywords: handmade teaching instrument and materials according to severity of disabilities, IEP, lesson plans, open lessons.
  3. Strengthening the relationship between the Ministry of Education and each school and relationships of among trainees, including those from last year.
  4. Strengthening the cooperation among Chile, Bolivia and Peru.

The objectives for this year will be the same as last year but the target of the course will be the incumbent teachers from special education schools in Chile, Bolivia and Peru.
