	The law concerning the Advancement of Regional Devolution basically implemented the content of the Report of Central Council of Education, eRegional Devolution in the Futuref in 1998. This law states that the role of the state in educational administration is largely transferred to local governments, and the role of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) is to make a basic policy framework and to set standards of educational contents.
