School empowerment is considered to consist of student achievement, teaching, management, risk management, and school identity. Each school may have different priorities among the above elements.
In addition, it is difficult to compare schools since they may have different elements of school empowerment. Individuality, characteristics and strength of a school can be seen by examining schools through school empowerment.
