| The school administrative council system was introduced in 2004 with the partial revision of gAct on the Organization and Operation of Local Educational Administrationh Different from the school councilor system, this is designed to be a meeting structure with such clear authority as to approve principalfs basic policies and express opinions about appointment of school personnel. Schools instituting the system are also called schools run by the community or community schools.@
