II Japanese Educational Administration and Finance
The board of education is a council system of organization that usually consists of five members. While the board of education has the right to decide policies about the management and enforcement of educational / academic / cultural administration from a broad point of view, a major duty of the superintendent of the board of education as an expert on educational administration is the actual execution of policies. The superintendent is required to attend all meetings of the board and to give advice on proceedings. The secretariat is also set up to deal with office work that is under the authority of the boardfs scope of duties. The secretariat includes teacher consultant supervisors, clerical staff and technical staff.
In this diagram, the sixth member of the board is listed in parenthesis. This indicates that the board of education ecan consist of six people.f As indicated above, the secretariat is under the authority of the superintendent and is viewed as comprising a part of the board of education in a broad sense.
