| This slide shows aspects of revised functions of the government and local regional entities as a result of the establishment of Law concerning the Advancement of Regional Devolution and the Law concerning the Organization and Functions of Local Education Administration in 1999. The legislation made 475 laws concerning 23 ministries. The revisions that relate to the Ministry of Education, Culture, Sports, Science and Technology amount to 20 laws and one ordinance. The following points summarize the substance of the revisions.
1) Specification of administrative division
Deletion of School Educational Law 106 and clarification of the functions of the Supervision Agency. It also includes clarification of legal trust duties in the Private School Promotion Subsidy Law17.
Changed provisions egive the general instructionf to eestablish a technical standardf under the Law concerning the Organization and Functions of Local Educational Administration 43:4, eshall / should dof becomes eallowed to dof in the same law, 48:1, and eapprovalf shifts to econsultation and agreementf in regulations concerning the standard class-size and the fixed number of educational personnel at public compulsory schools.
3) The delegation of commission to the lower part For example, the Law concerning Organization and Management of Local Education Administration abolished the followings:
*eappointment and approvalf of superintendent of boards of education
*eauthorizationf to boards of education of designated cities by prefectural boards of education
*eauthorizationf concerning secondary school
