II Japanese Educational Administration and Finance
The educational administrative organization of Japan consists of the Cabinet and the Ministry of Education, Culture, Sports, Science and Technology. The right of administration of the state belongs to the Cabinet, and the Prime Minister directs and supervises each section of administration. The Ministry of Education, Culture, Sports, Science and Technology (MEXT) mainly takes charge of educational affairs among all the ministries under the control of Cabinet that plan and carry out policies. The Education ministry was formed by integrating the former Ministry of Education, Science, Sports and Culture and the Science and the Technology Agency under ministerial reforms enacted in 2001. It also functions as a government policy-making office was strengthened. In MEXT, councils were set up including the Central Council for Education and the Council of the Textbook Survey for Authorization. The councils discuss and submit reports requested by MEXT.
